About us
SAFE Information Technology Group (Singapore) Pte Ltd is an independent advisory firm founded by Steven ZHANG that provides strategic and financial advisory services.
In 2003, Steven set up SAFE Information Technology (Group) Co. Ltd. in Shanghai. Within a short period of time, the company grew rapidly from 15 employees to 4,000 employees and achieved an annual turnover of over a Billion RMB at its peak. The company has claimed several awards including China’s Most Influential Figures in 2006 and China Top Ten Entrepreneurs That Influence China in 2010. Over the years, Steven has also set up a number of entities across Asia Pacific including Singapore, Malaysia and Japan.
The financial advisory services team in Singapore are led by Victor KONG. The team has vast experience in real estate investment trust (REIT), private equity investments, corporate finance, assisting company to list in major stock exchanges, corporate restructuring, privatisation of state owned enterprises. The team has in total more than 40 years of related experience.

Steven ZHANG, 张松峰
CHAIRMAN AND MANAGING DIRECTOR
Steven graduated in Shanghai Jiaotong University with a double degree in computer science and business management. He used to work in large IT companies in Shanghai and Japan and decided to set up SAFE in 2003. Within a short period of few years, SAFE became the top player in IT outsourcing within China with over a billion revenue. Some of its key customers include Hitachi, SONY and Sumitomo. Steven is named Top Ten Most Influential Entrepreneurs in China in 2009.
Victor KONG WL, 江伟良
CHIEF EXECUTIVE OFFICER
Victor KONG WL graduated with a degree in Civil and Structural Engineering from the National University of Singapore, and holds a Master of Science in Computer Science from University of Wales, Aberystwyth. Victor is also alumni of Harvard Business School – he completed an equivalent of an executive MBA in Harvard Business School, major in Real Estate Management from Harvard Graduate School of Design. Victor is a Lieutenant Colonel in Singapore Armed Forces and had been a special project secretary to the Minister of Defence. Since 2000, Victor has worked in the commercial sector on private equity, real estate and IT industry. He had been instrumental to the strategic deployment of IT and Datacenter infrastructure for Ascendas, Singapore’s first industrial real estate investment trust with a market capitalisation of S$7.81 Billion.
Edmund TAN, 陈志平
CHIEF FINANCIAL OFFICER
Edmund TAN is a certified Chartered Certified Financial Analyst (CFA) and Chartered Association of Certified Accountants (ACCA). He had worked in Deloitte & Touche and Ernst & Young as auditor. He has more than 10 years of experience in Private Equity Fund and a founding partner of Zana Capital. Edmund has managed large portfolio of more than US$500 million. Edmund is also a season angel investor and entrepreneur, with business ranging from Data Centre, F&B, retail to Manufacturing.
Victor CHOW, 周伟德
CHIEF OPERATIONS OFFICER
Victor Chow is a serial entrepreneur and senior corporate leader in venture capital, start-ups, telecommunica-tions, ICT, financial and education technologies and who turned business investor. For over 28 years, Victor has held CXO positions across general management, strategic planning, business development, sales, marketing and global operations management in Asia Pacific, Europe and North America. Most recently, he was the CEO, In-spiraAsia FinTech Startup Accelerator, Head of Asia Investments for Life.SREDA Venture Capital Firm, and the former Global COO, Cloud Business of Huawei Technologies. Prior to Huawei, he was the Global Business Director of NCS Group, a wholly-owned subsidiary of Singapore Telecommunications Ltd. He was responsible for managing all aspects of the global operations across Europe, Japan, South Korea and the Philippines. Most recently， Victor joined SAFE IT Group as COO to kickstart its business operations in Asia Pacific. At the same time, he co-founded a global wallet, payment and settlement company TienPay, and acted as TienPay’s Global Chief Operating Officer COO, responsible for its global expansion and operations Victor holds a Bachelor of Engineering Degree with Honors from the University of Glasgow, a Masters of Busi-ness Administration (Marketing) from University of Leicester and an advanced post-graduate qualification in China Business Management from Shanghai’s Jiao Tong University. Victor was awarded the Honorary Lecturer Status from the University of Glasgow for his contributions to the IT industry. He also sits on various advisory board of a portfolio of emerging and innovative startups globally, as their advisor and investor.
ZHANG Yanyu, 张砚宇
VICE PRESIDENT MARKETING
Zhang Yanyu is an active entrepreneur and investor. Yanyu holds a Bachelor of Business Administration (Finance) with honours from State University of New York, University at Buffalo. He had years of banking experience in local private bank and has been awarded top banker in the region multiple times. After leaving the banking industry, he set up a company that specializes in student accommodation and he had made investments to local childcare group. While he is pursuing for his education, yanyu had also engaged in entrepreneurship and event organizing. He set up a trading company that imports beer from overseas and he also organized an event for Mr Jim Rogers back in 2013. Currently he will be joining SAFEgroup Singapore, focusing on marketing.
